Okay, make sure you have everything for Punkbuster game wise alloud or turned on.

And use the Punkbuster(Even balance) self updater its better to update it that way.

After you do that reply back to see what is up.

And did you make sure you installed Punkbuster when you installed the game? If you didn't then there is the main problem.

Running certain spywares or antivirus can do this. you may have to enable game mode if available or close the programs all together. another option is to goto punkbuster and download the pbsetup program, select call of duty, world at war from the drop down box and update punkbuster this way. Hope these work

What I have seen when this happens is that PunkBuster is not installing properly at all. This means that the services in Windows that need to run for PunkBuster are not running or not installed. If you know how to work with your Services then look for the PB Services and make sure to start them.

Usually Start/Run services.msc will open it. Look for PnkBstrA, etc (depends on OS) and they are status of Started.

You may also try to completely reinstall PB, which includes uninstalling PunkBuster Services from Remove Programs area. (again depends on OS)

Then navigate on the W@W CD/DVD and find on the root a file called pbsvc.exe and run it. If it says to uninstall do that, but hopefully you did the uninstall from the OS instead. Then run again to install it. When installing look in the install console for errors.
